Passive genocide

Updated August 5, 2026

The denial of life essentials to populations where people will die without access to them.

Expanded explanation

The definition removes the distinction between killing and letting die, which is the work the word passive is doing. Where access to what sustains life is withheld from a population that will die without it, the outcome is a nation being killed and the mechanism is administrative rather than violent. Two conditions are named and both are required. The essentials must be denied, meaning withheld rather than absent, and the population must be one that dies without them. That excludes scarcity nobody controls and includes anything where the withholding is a decision. Marsh's framework supplies the reason the category is needed. Genocide is the murder of a nation, and a nation is held together by connection across space and generations, so destroying the conditions of life destroys the nation as surely as direct killing does. Guilt is the reason the passive form is preferred, since a death with no identifiable actor produces no attributable debt, which is the same logic running through guilt deflection and autogenocide, where harm is instigated remotely so the resulting deaths appear self-inflicted. She names the targets consistently, since the negative image of whichever endo-idealism is dominant is who the withholding falls on, and killing children in war and condemning children to poverty are the same operation performed with different instruments.

In Heather Marsh’s words

Marsh removes the distinction between killing and withholding, since both destroy a nation and only one attributes guilt.

Examples

Withheld, not absent
Scarcity nobody controls is excluded, and anything where the denial is a decision is included.
Why the passive form is chosen
A death with no identifiable actor produces no attributable guilt, which is the advantage of the method.
One operation, two instruments
Children killed in war and children condemned to poverty are the same act with different means.

How others use it

Johan Galtung's structural violence names harm caused by social arrangements rather than by an actor, and the concept underlies much of peace and public health research on avoidable mortality. Amartya Sen's work on famines established that they occur through entitlement failure rather than absolute shortage, which is exactly Marsh's distinction between denial and absence. The Genocide Convention includes deliberately inflicting conditions of life calculated to bring about a group's destruction, so the legal category partly covers this, though intent is required and is difficult to establish. Marsh's term drops the intent requirement, which makes it broader than the legal category and closer to the structural violence tradition.
